지평리 전투는 6.25 전쟁 당시 1.4후퇴 후인 1951년 2월 13일부터 15일까지 3일간, 지평리 일대에서 원형 방어진지를 중심으로 치러진 UN군(미군,프랑스군)과 중국인민지원군 간의 치열한 전투이다. 美2사단 23연대와 프랑스 대대가 중공군 3개 사단의 집중공격을 막아내, UN군에게 중공군을 막아낼 수 있다는 걸 보여준 최초의 전투로, UN군이 반격작전의 발판을 마련하는 결정적인 계기가 되었던 역사적인 전투이다.  당시 미군과 프랑스군 및 만주일대의 우리민족으로 대부분 구성되었던 중국인민지원군의 상당한 희생이 있었다. 이에  희생자들의 넋을 기리고 후손들에게  화해와 평화의 터전을 마련하기 위하여,  ‘친환경 생태도시’인 양평의 아름다운 자연환경을 기반으로 추모공원을 조성하고,  지속가능한 다양한 프로그램을 갖는복합공간을 계획하였다.

The Battle of Jipyeong-ri was a fierce conflict between UN forces (comprising U.S. and French troops) and the Chinese People's Volunteer Army. It took place over three days, from February 13 to 15, 1951, around the original defensive positions in the Jipyeong-ri area, following the '1.4 Retreat' during the Korean War. The 23rd Regiment of the U.S. 2nd Division and the French Battalion successfully withstood concentrated attacks from three Chinese divisions. This pivotal battle demonstrated to the UN forces that the Chinese forces could be resisted and marked a turning point, laying the foundation for subsequent counteroffensive operations.

The battle came at great cost, with significant sacrifices from American, French, and Chinese People's Volunteer forces, many of whom were ethnic Koreans from Manchuria. To honor the souls of those who perished and to create a place for reconciliation and peace for future generations, a memorial park was established in Yangpyeong, an 'eco-friendly ecological city.' The park leverages the area's natural beauty and incorporates diverse, sustainable programs within a thoughtfully designed space.
